Leicester director of rugby Richard Cockerill has been accused of lacking the sport's core values of by the panel which banned him for nine matches.

Cockerill was suspended after being found guilty of using aggressive language in a touchline exchange with fourth official Stuart Terheege during the Aviva Premiership final in May.

After an initial approach to Terheege, Cockerill then used a range of expletives when the two clashed on a second occasion.

Although Cockerill insists he regrets in the magnitude of his verbal abuse, the three-man disciplinary panel found it to be "an insidious and petulant act intended to threaten match officials into altering the way they officiated".

The panel was scathing in their criticism of Cockerill's conduct, particularly in light of the fact that he had previous history and displayed "a perceived lack of contrition, apology or acceptance that he had done anything wrong".

Leicester are considering whether to appeal the suspension, which bars Cockerill from having any direct or indirect contact with his players or management for seven Premiership matches and two Heineken Cup games.
