The 28-year-old spent last season on loan at lower division Siena and has indicated his preference for leaving the club on a permanent basis.
Passoni is said to be in talks with Modena general manager Doriano Tassoni who is looking to strengthen the squad ahead of the Serie A season.
Modena will hope to follow the example of Chievo and compete with the big-boys in the Italian top-flight on a shoe-string budget.
