The Holland international has spent the last six months on loan at Barca, but is a free agent when his contract expires with Juventus this summer.
Roma were believed to be keen on the tough-tackling midfielder, but were unable to piece together an attractive financial package for Davids.
Although an English side made a 'great offer' for Davids it appears to be a straight race between Barca and Inter for his in-demand services.
"We are waiting," said Inter's technical director Marco Branca. "Now Davids has to say what he wants."
Not even Davids's agent Robert Geerling knows the fate of his client saying: "I sincerely do not know what he will do.
"At the moment Barcelona and Internazionale have the same chances."
