The goalkeeper recently vented his fury at Bastia for denying him the opportunity to join Nantes for next season.
Nantes are seeking a replacement for Mickael Landreau, but were blocked from pushing through a deal for Penneteau.
Bastia, though, have now allowed the shot-stopper to join Valenciennes where he has signed a three-year contract.
After winning Ligue 2 last season, Valenciennes will be hoping the capture of Penneteau will boost their bid for survival in the top flight.
