The 29-year-old still has one year left on his Hillsborough deal, although that is being cancelled to allow him to move on.
The former Doncaster Rovers marksman penned a two-year contract last summer, but he failed to win a regular starting berth.
The Irishman started just three League One matches last season with the majority of his appearances coming off the bench.
Heffernan is now primed to join the SPL outfit and continue his career north of the border for Kenny Shiels' troops.
