The 25-year-old has rejected the offer of a new deal at Spotland and seemingly looked destined to join The Pirates ahead of next season.
However, Platt has revealed that he only verbally agreed rather than put pen-to-paper with Ray Graydon's side, contrary to what Bristol Rovers reported late last month.
The marksman has now confirmed that he has agreed terms with the Meadow Lane outfit, citing his desire to jump up a division and join The Magpies next term.
"I've been to Notts County and we've sat down and agreed terms," Platt told Rochdale's official website.
"I always wanted to see if I could play at a higher level and with a move to Nottingham, I'll get the chance.
"The Notts County manager Billy Dearden impressed me with his ambition for the club and wanted me to join them.
"We've held talks and the club has put in a contract offer which I've accepted, and as soon as the issue with administration is sorted out, I'll be signing."
The striker added that his agreement to join Bristol Rovers came around the same time as the Notts County offer and that announcements of him having joined The Pirates were premature.
"Bristol Rovers have made an offer and we verbally agreed terms, but nothing has been signed because I got a call from County around the same time," Platt added.
"It's been hard because the offers have come together and it might not make me look that good, agreeing one job and taking another.
"But like everyone else I need a job and the offer I got from Rochdale was a lot less than I was on the year before.
"Rovers came in and offered me a good deal when nothing else was confirmed, though things were in the pipeline."
