Sky Sports understands David Noble will sign a two-year deal with Rotherham United.
Noble was released by Exeter at the end of the season following their relegation from League One.
Rotherham had previously suggested they faced a battle to secure the player's signature.
But the 30-year-old midfielder will link up with the Millers as Steve Evans attempts to revamp his squad for a tilt at promotion from League Two.
Noble is a former Arsenal trainee and Scotland B international who has had spells with Waford, West Ham and Bristol City.
