Smalling turned out for Maidstone United before being picked up by Fulham, and he was soon on the move again to Manchester United, with a place in the England squad to follow.
20-year-old Raggett has been earning rave reviews this season and admits he would love to play at the highest level, and follow a similar path to Smalling.
The 6ft 5in former Gillingham schoolboy is now attracting interest from Premier League clubs, which stemmed from his display against MK Dons in the FA Cup earlier this season when he helped keep Chelsea loan star and England Under 21 striker Patrick Bamford at bay.
Dover have established one of the best defences in non-league football with 15 clean sheets to their name so far this season.
"I am loving my time with Dover, it is great and that has shown in my game., but it's my dream and aim to turn professional," Raggett told Sky Sports.
"At the moment I'm just focused on trying to help Dover qualify for the play-offs, and after that we will have to see what happens.
"Having seen the route Chris Smalling took from Maidstone United to an England international, it gives every young non-league player hope of making it - but you need to concentrate on your own game and then hopefully it will happen."
