The 25-year-old is available on a free transfer after leaving Huddersfield earlier this summer.
Holdsworth had been on trial at Bradford, but Oldham are ready to steal in and lure the versatile performer to Boundary Park.
Latics boss Dave Penney is keen to bolster his squad ahead of the new season and Holdsworth's versatility makes him a useful addition to his side.
If Holdsworth arrives it could mean Blackpool target Neal Eardley could be allowed to leave the club if the Championship side can agree a fee with Oldham for the full-back.
