The 26-year-old, who has scored 14 goals for the SPL side this season, has signed a two-and-a-half-year deal at the Championship club.
The Dublin-born forward, who was also a target of Hull, becomes Steve Tilson's second signing during the transfer window and will be available for Saturday's trip to Stoke.
Foran spent three years with Carlisle from 2001, scoring 25 goals in 91 League appearances before moving north of the border.
He joins former Motherwell team-mates Steve Hammell and Alan McCormack at Roots Hall.
