The former Derby County and Southampton man slipped on the treacherous surface and could not avoid clattering into his pal.
Referee Mike Riley decided to abandon the game midway through the first half as he feared further injuries to players, with Fulham leading 1-0 at the time.
"I think the players, in terms of injury, their safety is paramount," reasoned Ball to Sky Sports.
"It's important. The ball was sticking, it was holding up when people were running with the ball. It was getting more and more dangerous by the second.
"Ultimately, the ref has got to make a decision and I felt he made the right one today.
"Rory's got a good smash on the hooter and stitches in his head as well. I would say it's quite bad.
"The conditions contributed to that and Mike Riley made the right decision. Our fans have travelled from near and far and the Fulham fans came up too so it's disappointing for them but I'm sure they understand it was for the right reasons."
Ball recalled a game from his playing days when the conditions were abysmal but is only taking one match at a time.
"I played in a game before where we played 45 minutes at Grimsby," he remembered. "It was like that with water lying on the pitch. It actually got dangerous and, at the end of the day, it is important we look after the players.
"If it's getting dangerous, they do converse with the ref and if the decision is to call it off, so be it.
"It may be the case [we'll be relegated by the time the fixture is rearranged]. To be honest, I deal with one game at a time and only talk about the game of football.
"I'm aware of it, I won't say it's in my mind but I'm aware of it [the lowest-ever Premiership points tally]. I take one game at a time, just the way I was as a player is the way I've got to be as a manager.
"I've got to say we had a nice coffee [himself and Coleman]. It was lovely to see him, I've not seen him for a while. We had a good chat and will go and watch the Grand National now!"
