Carter is free to talk to foreign clubs about a Bosman free transfer as his present deal expires in the summer and he and the club have yet to thrash out a new deal despite several months of negotiations.
Blues' play-off penalty hero says he wants to remain at St Andrews but is desperate to start getting some playing time on the pitch.
"My objective is to play first-team football," he said. "I've not had that for a good 12 months now.
"For me to develop, I need regular involvement, be it at Blues or maybe somewhere else on loan.
"I've been in the last couple of squads but not got into the 16. Hopefully, things will change in the next few weeks."
Carter may well soon have his wish granted with Steve Bruce's side having to release Senegal midfielder Aliou Cisse for African Cup of Nations duty.
"With Aliou away, Robbie Savage suspended and a couple of others near a ban, there might be a chance," he said.
"Jamie Clapham and David Dunn have also picked up injuries, so you never know.
"Hopefully the manager will consider me and if he does, superb, if he doesn't, then possibly a loan would be a good idea. I need to play consistently if I am to develop as a player.
"Nothing's changed with the contract yet," he said. "I'm hopeful we can sort something out, we're all still trying to reach an agreement."
In other news, former Blues right-back Jerry Gill is interesting Peterborough United boss Barry Fry, who has taken Tom Williams on a month's loan from St Andrews.
Gill has been battling back from a serious knee injury and although he was set to sign a two-year contract at Northampton Town just before he got crocked in April, it is understood the Cobblers will now not be extending the revised six-month deal.
