Midfielder Yeates becomes Mark McGhee's first signing as Brighton boss - and could go straight into the side to face Bristol City on Saturday.
"I want to do well for myself and to help Brighton get up the table a little bit," Yeates told the club's official website.
"Then hopefully Tottenham can see what I can do and then give me a chance in The Premiership.
"It's really just to get some experience and get some first team football - that's the main thing."
