The Blues can secure a place in the Uefa Cup with a win in either of their last two matches against Liverpool or Manchester City, but it is unlikely to appease Bates.
Gianfranco Zola is one player who will be staying at Stamford Bridge, after recently agreeing a new contract, but other big names such as Frank Leboeuf and Ed De Goey could be on their way out of the West London club.
Issuing a stark warning to the squad, the Chelsea chairman stated: "We have a busy summer ahead. Plans to strengthen the squad, an ongoing saga, are well advanced.
"After eight months Claudio Ranieri has completed his assessment of the players at all levels and knows their strengths and weaknesses both on and off the field.
"You can expect to see quite a lot of movement, both in and out, over the next few months."

Bates continued by revealing that there will be an emphasis on youth in the coming seasons.
"This season has been one of mixed fortunes with some dramatic changes on the way," he declared.
"Younger players have been given their chance and the average age of the team has fallen.
"We intend to continue this trend to ensure that we will soon have a squad that will be together for a few seasons ahead," Bates added.
Zola believes that if Chelsea fail to reach the Uefa Cup and are forced into the InterToto Cup, it could prove difficult for a number of players.
When asked about the InterToto Cup, the Italian said: "It would be a nightmare. The InterToto Cup would not be good or helpful. We've played a lot of games already and with the extra matches in the InterToto Cup early in the summer it would be even more difficult."
Sam Parkin, meanwhile, appears not to be impressed by Bates`s push towards youth, revealing that he sees no future for himself at Stamford Bridge.
Parkin, who had a loan spell with Oldham earlier in the season, said: "I just don't see a future for me at Chelsea. It`s their loss.
"I should be in the first-team squad. If I`d trained with them I would have come on in leaps and bounds this season."
In a final blast at the selection policy, the 20-year-old striker said: "The English lads don't get much of a chance."
