Each of the 96 victims of the Hillsborough disaster will be remembered later during a vigil in Liverpool.
The names and ages of those who died will be read outside St George's Hall where a memorial emblazoned with the words Truth and Justice stands over a row of 96 lanterns.
It comes after an inquest jury ruled they were unlawfully killed.
The jury concluded the behaviour of fans was not a factor in the tragedy, which happened when supporters were crushed before Liverpool's FA Cup semi-final against Nottingham Forest on 15 April, 1989.
The jurors also found that errors by the police and ambulance service had "caused or contributed" to Britain's worst sporting disaster.
South Yorkshire Police Chief Constable David Crompton said the force "unequivocally" accepted the findings, and admitted: "The force failed the victims and failed their families."
Rod Barnes, the current head of Yorkshire Ambulance Service NHS Trust, said he was "truly sorry" and admitted lives could have been saved if its response had been different.
There are now renewed calls for further legal action.
Operation Resolve, the continuing police inquiry into the events of the day and its lead-up, and the probe by the Independent Police Complaints Commission (IPCC) into the aftermath of the disaster, are due to send their final case files to the Crown Prosecution Service (CPS) by the end of the year.
Any decision on charges by the CPS is expected to follow within three to six months.
