Defender Keeler struck in the first half to earn the win as Utrecht's visitors had no answer.
The home side sat bottom of the Eredivisie at kick-off, but the three points sees the club climb to 12th position.
Keller netted in the 33rd minute and Willem, who occupy fourth spot, were unable to find an equaliser.
