The Finnish international hit-man has agreed a three-and-a-half year deal with the Hillsborough club and is expected to make his debut in Saturday's clash with Crewe, after passing a medical on Friday.
"Shefki is a very strong and hard-working player, who plays like an old-fashioned English centre-forward. He will be an excellent addition to our squad," Owls boss Terry Yorath said.
Yorath is now expected to pursue his interest in Mansfield Town goal-getter Chris Greenacre, who could prove to be the perfect foil for Kuqi should he make the short switch from Field Mill.
