The Bulgarian, whose best form has come on grass and is a former Wimbledon semi-finalist, reached her first final when seeing off second seed Petra Kvitova and third seed Sara Errani.
And her powerful backhand constantly had German left-hander Kerber under pressure and she finished the stronger despite playing her eighth match in as many days.
She broke the fifth seed six times in a physical contest and will now need to rest up ahead of a first round match against Spaniard Silvia Soler-Espinosa in Melbourne.
