The hosts were only two points in front heading into the last 10 minutes at Parc y Scarlets after young fly-half Owen Williams was on target with seven penalties.
But Andy Fenby, Gareth Owen and Nic Reynolds all crossed late on to give the Scarlets, who along with the Tigers were out of semi-final contention before kick-off, a pride-salvaging win.
Leicester, who led 19-15 at half-time, were not helped by losing forwards Fraser Balmain and Rob Andrew to the sin-bin in the second half.
Williams gave the Scarlets the lead with a seventh-minute penalty but shortly afterwards a solid drive from a line-out saw Leicester No 8 Thomas Waldrom emerge from a pile of bodies to score the opening try.
The Scarlets hit straight back as Williams put over three penalties in the space of seven minutes, including one from 45 metres, to make it 12-5.
That purple patch ended when captain Emyr Phillips and Fenby were both issued yellow cards in the space of two minutes and while down to 13 men they conceded a penalty try after collapsing a scrum.
A fifth penalty from Williams edged the hosts back in front on 35 minutes but with Phillips and Fenby back on the field, the Scarlets conceded their third try on the stroke of half-time as Andy Forsyth ran in down the left after profiting from an overlap. Matt Cornwell added the extras for a second time.
The home side made a positive start to the second half and were rewarded when Williams slotted over his sixth penalty and, after seeing another come back off the post, the fly-half edged the Scarlets back ahead with another three-pointer just before the hour mark.
The Tigers scrum struggled with Balmain and Andrew off the pitch and the Scarlets soon ran in their first try when Fenby raced away down the left.
But the scoring was not finished there as Owen and Reynolds went over for two more tries in the final three minutes.
