The flanker will lead the side in next month's fixtures against New Zealand, Tonga and South Africa after returning to the squad following a knee injury.
The 31-year-old Toulouse star is back in action for his club after being sidelined with sprained knee ligaments, and Saint-Andre has every confidence he will be ready for the busy November schedule.
"Thierry Dusautoir will be our captain if he is 100 percent fit and the latest news about him is reassuring. From what we know, he has made a good recovery from his knee injury," he said.
"He will be at 100 percent for Toulouse in the European Cup and for his return to the French team."
Dusautoir will take over the captaincy from lock Pascal Pape, who has been named as vice-captain, while Toulouse front-rower Louis Picamoles and Castres prop Yannick Forestier have been recalled to a 30-man training squad.
Saint-Andre's players will meet up for training at Marcoussis near Paris from October 27 as they begin their preparations for the clash with New Zealand on November 9.
