Marwan Koukash has announced his plan to tweak salary-cap regulations to enable Super League clubs to employ ‘one marquee player’ has been blocked for a second time.
Salford Red Devils' ambitious owner had wanted club chairmen to back the idea that would allow one exception to the salary-cap regulations so that clubs could make a high-profile signing.
This, according to Koukash, would raise the profile of the competition in England and France.
Koukash originally mooted the idea earlier in the year when he failed to gain the necessary support in February.
And now, he says his latest attempt to bring in the exemption has also failed at a meeting of clubs in Leeds.
He tweeted: "Once again my plan for a marquee player has been blocked by the RFL friendly clubs. So frustrating."
