Doncaster RLFC are poised to sign Ryan Wilson and Alex Starling as they are expected to be released from the remainder of their Hull FC contracts.
The South Yorkshire club had wanted the youngsters, both 20, on season-long loans, however, they should join on a permanent basis.
The pair are surplus to requirements under new KC Stadium boss Lee Radford and they will now link up with Doncaster and help aid their quest to win promotion to Super League.
"This allows us to bring in two guys we were going to take on loan for the season anyway, but have them as our players and still have our five dual registration spots too," said Doncaster head coach Cooke told the Hull Daily Mail.
"We wouldn't have signed them on a permanent deal if we had not been planning on taking them on loan for the year anyway and this move makes sense for us and for the young lads too.
"Lee Radford has been open and honest with them and this will enable them to be a part of our team and earn a good living away from the game."
