Super League clubs will be asked again to give the go-ahead to introduce marquee players into the competition.
The proposal was initially brought by Salford's owner Marwan Koukash, and has been rejected three times over the last two years.
Backers of the scheme are hoping further modifications will help push it through when Super League club representatives gather for their annual meeting on Wednesday.
Under the scheme, clubs would be permitted to sign one high-profile player whose wage, or at least a large part of it, would not count as part of the £1.825m salary cap.
Wigan, for instance, would be able to make the returning Sam Tomkins their marquee player, although they insist the re-signing of the England full-back from New Zealand Warriors does not hinge on the new rule receiving the green light.
The proposal is the third item on the agenda and needs a simple majority of Super League clubs and the Rugby Football League, as the governing body shareholder.
It is understood the RFL is broadly in favour of the plan, which will come into force in time for the start of the 2016 season, if passed.
In February 2014, Wigan, Warrington, Leeds and Widnes backed Koukash's initial idea while last July, when there were 14 clubs in Super League, the vote went 9-4 against the proposal, with one abstention.
At least four clubs - Hull, Castleford, Wakefield and Huddersfield - are known to oppose the plan, arguing that it goes against the core principle of the salary cap which was to produce a more competitive Super League.
