Russia's Olympic champion Ukhov cleared 2.41 metres, just four centimetres off the world record, to win a competition in which four athletes went over 2.37m.
Kenyan Obiri ran the fastest 3,000m since 1993, clocking eight minutes 20.68 seconds to upstage Genzebe Dibaba. The Ethiopian, who set two world records, including over 3,000m, and a world best during the indoor season, was back in sixth place.
Obiri's compatriot Asbel Kiprop won a high-class 1500m in 3mins 29.18secs.
Eilidh Child was the stand-out performer from a British perspective in the 400m hurdles, showing she could be set to make further strides this summer by producing her fastest season opener.
The Scot, fifth at last year's World Championships in Moscow, came third in 55.43.
Jenny Meadows, running her first outdoor 800m since 2011 because of injury, faded down the home straight to finish seventh in 2:00.91, while Shelayna Oskan-Clarke took more than one-and-a-half seconds off her personal best to come home in 2:01.94 in ninth.
Andrew Osagie was eighth in the men's 800m and Brett Morse ninth in the discus.
Chris Tomlinson, who hit the headlines for questioning the legitimacy of Greg Rutherford's British record, failed to register a mark in the long jump.
