"I've thoroughly enjoyed my time in Glasgow and will hopefully leave the club following their highest ever finish in the Magners League."
Kelly Brown Quotes of the week
The 26-year-old flanker arrived at Firhill from Border Reivers in 2007 and has made 55 appearances for the Scottish club, scoring five tries.
Brown is hoping the Warriors can secure Magners League success to send him out on a high note.
"I've thoroughly enjoyed my time in Glasgow and will hopefully leave the club following their highest-ever finish in the Magners League," said Brown.
"I thank Sean Lineen and the coaching staff for their support over the past two seasons and look forward with excitement to the new challenges that lie ahead with Saracens."
Brown has won 30 caps for Scotland since making his debut in 2005 and Saracens director of rugby Brendan Venter believes he can make a big impression at Vicarage Road.
He said: "We are delighted Kelly has decided to join our club. He is a proven international who, at the age of 26, is in his prime.
"On the field, he is precisely the kind of big, dominant loose forward we have been seeking, and off the field, he is precisely the type of outstanding character who fits our culture."
