The Nottinghamshire venue was left under water following the deluge of rain that swept the country late last month.
Officials initially announced Southwell's December fixtures would be moved to alternative venues.
But with the clean-up operation still in its early stages, racing will not be taking place at the track until early February at the earliest.
Clerk of the course Roderick Duncan said: "It's devastating, but what can you do?
"We're still attaining all the information we need and talking with the insurers about where we go next.
"Samples of the Fibresand surface are in the process of being sent away for analysis and these things take time.
"The other thing to consider is that at some stage we're going to have to get contractors in to do the work.
"Obviously the Christmas and new year holiday period is coming up, which makes it difficult.
"Our first fixture in February is a jumps meeting on February 4 and we are due to race on the all-weather the following day.
"That's what we're aiming for at the moment."
Seven of Southwell's 11 all-weather January fixtures have been switched to Wolverhampton, with the other four taking place at Lingfield.
The National Hunt meetings on January 3 and 21 will be offered to all jumps courses.
