Scott had dropped his only shot of the day at the short 17th whereas former Open champion Oosthuizen was flawless, firing seven birdies.
The pair sit one shot clear of American two-time champion Phil Mickelson and compatriot Bubba Watson, BMW Masters champion Peter Hanson and recent Portugal winner Shane Lowry.
The latter reached eight-under through 16 but bogeyed the last two holes and had to settle for a round of 66.
With Rory McIlroy absent this week Hanson could overtake him in the Race To Dubai should the in-form Swede take home the winner's cheque.
Dustin Johnson and Prom Meesawat are a shot further back while Luke Donald is amongst a large group on four-under.
Ryder Cup winners Ian Poulter and Paul Lawrie are well-placed on three-under alongside defending champion Martin Kaymer, with Lee Westwood amongst many another shot behind.
