Uribe started off with a birdie on the par-four 10th at Royal Canberra and added five more birdies, including at the sixth and seventh as she moved to 15-under 131 and a one-shot advantage.
Two-time British Open-winner Jiyai Shin of South Korea carded eight birdies against two bogeys for a 67 and shares second place with 15-year-old amateur Lydia Ko, who followed her opening round 63 with a 69.
New Zealander Ko had five birdies in her round, but squandered a chance to retain a share of the lead when she bogeyed the 14th.
Uribe, who turned pro in 2009 and is chasing her first LPGA title, said: "I believe in things that are meant to be and I feel it's meant to be for me to play good this week. Hopefully it stays like that for the weekend."
Australia's Kristie Smith is fourth, five shots off the lead after a 68, while Spaniard Beatriz Recari is one further back after a 69.
