Evans is set to join the Millers on a free transfer after seeing out his contract at Bradford.
Bradford were keen on securing the attacking midfielder on a new deal, but the cash-strapped League Two side could not afford a new contract for Evans.
A number of League One and League Two clubs were thought to be chasing Evans, but Rotherham have won the race for the wide-man's signature.
Evans is expected to sign a one-year deal as Millers boss Andy Scott looks to build a side capable of challenging for promotion.
