Capello stepped down as England boss on Wednesday night over the Football Association board's decision to strip Terry of the captaincy while he fights a charge of racially abusing QPR defender Anton Ferdinand.
Mancini is yet to speak with Capello about this week's tumultuous events. However, he does feel sorry for his compatriot, who he felt was capable of leading England to European glory.
"I don't know the reasons but I can say the national team has lost a top manager," said Mancini.
"I think under Fabio Capello England had a big chance to win the European Championships. I respect his decision and I am very sorry for him."
