Blackburn manager Gary Bowyer was feeling hard done by after seeing his side slip to a 3-1 defeat at Norwich - after taking the lead inside the first minute.
Tom Cairney gave the visitors the ideal start at Carrow Road, and a couple of minutes later Rovers had claims for a penalty turned down by referee Graham Scott after Steven Whittaker appeared to block Jordan Rhodes' on target effort with his arm.
A sense of injustice was heightened midway through the first half when Jason Lowe was penalised for a similar offence - which led to Lewis Grabban's equaliser - and Bowyer said: "Those were the two defining moments in the game.
"For the first one, their player had his arm out and denied us a clear goalscoring opportunity. Kyle Naughton got sent off for Spurs for doing the same thing but on this occasion the referee has ignored it.
"Then Jason Lowe is hit by the ball with his arms down by his side and the referee points to the spot.
"The rules need explaining, they really do, because those two decisions have really cost us tonight."
There were unsavoury scenes at the final whistle, with members of both backroom staffs briefly squaring up to each other, and Bowyer said: "They were celebrating their third goal and were getting in the way when we were trying to get our medical people on to treat Corry Evans, who we feared had been knocked out.
"There was not a lot in it - but the celebrations showed just how relieved Norwich were because we had given them a real fright, pushed them really hard."
Norwich manager Neil Adams was delighted with the three points, with his side snatching the win with late goals from Bradley Johnson and Grabban, who had earlier drawn the teams level when he slotted home the rebound after his 23rd-minute penalty had been saved.
"Aside from the first 15 minutes I thought it was a fantastic performance," Adams said.
"I thought we were tremendous all over the pitch and looked a threat left, right and centre. We moved the ball well, scored three goals and I think we deserved to win the game.
"Bradley Johnson's goal just showed what he is capable of. He did the same against Watford and one or two people were saying it was a fluke. That proved it wasn't."
Adams, meanwhile, refused to comment on reports linking Leroy Fer with a big money move to QPR and rumours that striker Cameron Jerome and defender Carlos Cuellar - who was at the game - could soon be on their way to Carrow Road.
"I don't want to talk about ins and outs," he said. "I know the speculation is out there but I will not be commenting until there is something concrete to report."
