Sky Sports that they will be asking UEFA to look at Danny Rose's red card.
The Tottenham full-back, currently on a season-long loan with Sunderland, was sent off after the final whistle in the second-leg of England's European Championship qualifying win over Serbia on Tuesday.
Rose reacted to racist abuse from home fans by kicking a football into the crowd, which earned him a red card and, if not rescinded, would mean he is banned from the opening game of next summer's Championship in Israel.
But the FA wants the issue looked at, and their Head of Communications Scott Field told
Sky Sports News HD: "In terms of Danny's red card, we will be mitigating to UEFA within our submission to explain the severe provocation that he was under during the match and particularly at the end of the match, it is then down to UEFA to consider that along with our other submissions."
Field admits that the unsavoury scenes at the end of the game in Krusevac are something he has not witnessed in recent times.
He added: "We should put this in perspective, certainly within my time working with the England Under-21 squad and senior team, they are scenes you would have to go back a long, long way to think of parallels.
"We rarely see instances like that in football and we should be thankful for that. It was serious, it was unusual and that is why UEFA must deal with this matter seriously."
Field refused to be drawn on what England's reaction to the situation could be.
"We have to wait and see what the UEFA outcome is and we are only in the process of submitting our evidence and making that clear," he said.
