Sukur suffered a recurrence of a knee problem that first troubled him during the Turkish side's Champions League clash with Real Sociedad and is now struggling to be fit for the winner-takes-all clash with England on Saturday.
The veteran striker, who has won 87 caps for Turkey, underwent a scan on the injury on Sunday and Galatasaray's club doctor said that it would be impossible for Sukur to play against England.
However the 32-year-old is desperate to pull on the Turkish shirt once again and face England in Istanbul.
He said: "I'm angry and frustrated because I know how much this game means to the Turkish people.
"I'll do everything in my power to make sure I'm fit for the match."
The Turkish FA have stressed that Sukur will join up with the rest of the squad this week and they will make a decision on his fitness nearer to the weekend.
