Brian Flynn's Welsh Under-21 side fought back from two goals down to claim a 4-3 win oevr Sweden at Halmstad's Orjans Vall Stadium.
Three strikes in 11 minutes either side of the interval turned a 3-1 deficit into a glorious victory which matched the 1-0 triumph over the all-powerful Dutch in Scandinavia in the late-1990s.
Malmo predator Ola Toivonen scored a first-half hat-trick but goals from David Cotterill, David Edwards, substitute Sam Vokes and Joe Allen stunned the hosts - who will host the finals in 2009.
The Swedes made the breakthrough in the 19th minute, Malmo's Toivonen scoring from the spot after he had been fouled in the penalty area by Middlesbrough's Rhys Williams.
Toivonen clinically netted another spot-kick on the half hour after Mike Williams's mistimed lunge floored Johan Oremo.
Wigan striker David Cotterill had brought the Dragons back into the contest on 27 minutes - coolly flashing low into the far corner.
Toivonen triggered his and Sweden's third in the 44th minute - lifting into an empty net after Oremo had beaten Joe Jacobson along the left touchline.
The Dragons found another reply during interval stoppage-time as Welsh captain Edwards sidefooted past Johan Dahlin after confusion in the home defence.
It was Bournemouth's Vokes - who replaced Cotterill - who levelled the scores in the 57th minute - just 20 seconds after entering the fray.
And four minutes later the Welsh had their winner Allen flicked the ball into the net.
