The Sparta Prague hitman will pen a two-year deal if he successfully completes a medical within the next few days.
Gluscevic is thought to be keen to return to the Dutch top flight after spending just one season with the Czech giants.
The 30-year-old previously enjoyed a spell with FC Utrecht, which followed a well travelled career that took him to Greek side Aris Saloniki and Spanish clubs Extremadura and Sevilla.
If, as expected, Gluscevic does ink a deal with Vitesse, then it will complete a trio of close-season captures, with Stijn Vreven and Richard Knopper having already arrived at the Gelredome.
However, the club look destined to fail in their bid to land Tsuneyasu Miyamoto of Gamba Osaka.
Vitesse had looked favourites to capture the signature of the 27-year-old defender, who is currently the captain of Japan, but this bid has now stalled.
The transfer fee had been expected to be paid through a series of lucrative sponsorship deals but now appears unlikely because of complications.
