Tim Matavz's move from PSV Eindhoven to Rubin Kazan has collapsed after negotiations between the clubs broke down.
The Russian transfer window remains open and PSV announced last week that they were prepared to allow a deal to go through.
Slovenian striker Matavz has only played a limited role for PSV this season and Rubin had identified the player as someone who could play a vital role in their squad.
However, they have missed out on his signature and manager Rinat Bilyaletdinov admits the focus will now turn to other targets.
Bilyaletdinov told Izvestia: "On the question of the transition of Matavz, the clubs had not fully agreed.
"The fact is, there were certain problems in the negotiations. As for the footballer's injury, we focus on the conclusion of the German doctors in Munich.
"However, I cannot give an evaluation of the medical diagnosis as it is the prerogative of Rubin's medical staff.
"Therefore, purchasing a striker is still on the agenda."
