Number one Maikel Aerts has been ruled out for the remainder of the campaign with a broken leg.
Willem II had hoped the KNVB would give them dispensation to bring in another player and they wanted unattached Oscar Moens.
But they have not been allowed to sign him.
"There is no possibility for dispensation. The fact that clubs can sign players who have no contract for a longer period than the transfer window is already a dispensation rule," said a KNVB spokesman.
34-year-old Moens had trained with the club but he will now have to wait until the summer to find a new employer.
