VFB Stuttgart starlet Kevin Kuranyi was named best newcomer while veteran midfielder Stefan Effenberg was branded as the biggest flop of the season.
Elber, who won the Bundesliga golden boot for the first time in his nine-year spell in Germany, beat colleague and Germany playmaker Michael Ballack along with Stuttgart's Belarus midfielder Alexander Hleb to the award.
Brazil-born striker Kevin Kuranyi pulled 17 percent of the vote while 1860 forward Benjamin Lauth and Hertha defender Arne Friedrich, who also broke into Rudi Voller's national team this season, came second and third respectively.
Former Bayern Munich skipper Effenberg, who walked out of his contract with Wolfsburg in mid-season, gained almost 30 percent when players were asked to name the biggest disappointment of the season.
Leverkusen misfit Jan Simak and Borussia Dortmund's controversial Brazilian striker Marcio Amoroso also made the top-three of last season's biggest let-downs.
A surprise outcome provided the poll for the best keeper as Simon Jentzsch, who will leave 1860 Munich for VFL Wolfsburg this summer, topping Germany legend Oliver Kahn with a six percent advantage, while Kaiserslautern's Under-21 international Tim Wiese came third.
