The highly-rated midfield pair are expected to leave the Verona-based club and Inter have already held talks over the possible transfers.
But discussions appear to have stalled, and Sartori wants dialogue to reopen as soon as possible.
He said: "We talked a lot to the Inter board members but we still have many terms to agree.
"As for Perrotta (pictured), we also have other offers from abroad. Inter asked us about him, as they did about Luciano, but the situation is not clear yet."
The Chievo chairman could meet Inter director Gabriele Oriali at the Italian Football League meeting in Milan, although no talks are planned.
"We didn't plan to meet here (in Milan) but if we do, we will surely talk about these players," he added.
Luciano's agent Pedrinho is scheduled to land at Milan airport today (Tuesday), which has fuelled speculation that a deal is likely to be completed sooner rather than later.
