Cuper said after the defeat that he chose to rest star players Hernan Crespo, Matias Almeyda and Javier Zanetti, claiming they were jaded following international duty in midweek for Argentina.
Moratti feels there are games you should tinker with the team and games you should not, and the Milan clash falls into the latter category.
Speaking to the Corriere dello Sport, Moratti said: "As soon as I saw the team I knew that it wouldn't end well for us.
"It is understandable that tiredness plays a part, but it`s absurd to rest so many players.
"Even if it had finished 1-1, it wouldn't have made any difference. Cuper must understand that this is a match you have to win, not draw.
"With the best Inter, we could have won it."
The Argentine trio of Crespo, Zanetti and Almeyda did not escape Moratti`s wrath, as he added: "I understand their attachment to their national team, but they should also understand our needs and how best to conserve their fitness.
"For example: why did all three of them play 90 minutes for Argentina?"
