The Peruvian hit-man scored 19 goals for Werder this season and attracted the interest of clubs all over Europe.
The 22-year-old, who holds an Italian passport, has been linked with Italian titans Internazionale and Roma but no firm offers have been made thus far.
Team-of-the-moment Bayern Munich are interested in the skilful striker and reports in the German media are suggesting that the Champions League victors are close to completing a £5 million deal.
Bayern are hopeful that Pizarro will sign a four-year contract with vice-president Karl-Heinz-Rummenigge adding: "We still have to wait a few days to see how the situation develops."
Munich coach Ottmar Hitzfeld dismissed rumours that the Peruvian international would be a replacement for Giovane Elber, who has hinted that he may leave Bavaria, stating: "Pizarro would strengthen our squad. He is good in the air and we need that type of player. However this does not mean that we will allow Elber to leave."
