David Pizarro's proposed move to Roma is off after the player refused a switch to the Stadio Olimpico.
The Chilean international appeared to be close to joining the Giallorossi after they agreed a fee with Internazionale.
Pizarro met with Roma officials to discuss the move earlier in the month but has now opted to remain at Inter.
"He wasn't convinced. The club did their best," Roma coach Luciano Spalletti said.
"Anyone who doesn't know the environment here, don't know what they are missing.
"Now we will have to get together to discuss who is available on the market."
Roma are now expected to turn their attentions to bringing Lens' Alou Diarra to the club after ending negotiations with Pizarro.
The two clubs have already agreed a fee for Diarra and Roma are hopeful of signing the French midfielder to a four-year deal.
