Marseille president Jean-Claude Dassier claims Hatem Ben Arfa will not be signing for Premier League side Newcastle.
The 23-year-old France international has been linked with a move to the Magpies in recent weeks, as they look to strengthen their squad ahead of the upcoming campaign.
But Dassier insists the midfielder will remain with L'OM, and says Ben Arfa is an important part of the squad.
He said: "The Newcastle offer does not exist. Hatem Ben Arfa is staying at Marseille.
"There is no serious and solid offer from Newcastle at the moment. Hatem is part of the workforce and will remain so."
Ben Arfa is regarded as a talented winger who best operates on the left flank, and Newcastle boss Chris Hughton has reportedly targeted him as a potential addition.
The former Lyon man came through the ranks at the famous French academy at Clairefontaine, and could be tempted by a switch to St James' Park.
