Chester City expect Ben Davies to leave the club after the midfielder rejected the latest contract offer.
Davies' current deal is due to expire next month and he has been offered terms to stay with the League One side.
But Chester chairman Stephen Vaughan is now resigned to losing the 24-year-old after confirming the proposition has been snubbed.
"Ben has turned down the offer we made him," Vaughan told the club's official website.
"We felt it was a fair offer, but he didn't accept it and as far as I'm concerned he is leaving the club.
"I expect him to be on the payroll until his contract runs out and then he'll be off. It's disappointing, but there is little else we can do."
Davies has scored 17 goals in 170 appearances for Chester since joining the club from Kidderminster Harriers four years ago.
He has been linked with Bristol City, Northampton Town and Yeovil Town and must decide where to head next season.
