The 20-year-old only joined The Magpies from non-league Gedling Town around a month ago, but is settling to life in the Football League.
Scoffham netted County's final goal in their 3-1 home win over Grimsby on Tuesday, and Mills believes he has a real prospect on his hands.
"I rate Steve as one of the best prospects in the game, I really do," declared Mills to the club's official website.
"People have suggested to me that he isn't good enough, but I suggest different.
"He is a great player and a cracking lad, and the goal was nothing more than he deserved.
"Steve is getting there, he is trying to get himself fit as quick as possible.
"It is a big change for Steve, but I think he is relishing every moment of it."
Meanwhile, Former Magpie Michael Brough has joined Dr Martens League Premier Division side Stafford Rangers after unsuccessful trials at Lincoln City and Macclesfield Town.
