Chris Hargreaves said he will try to bring in new players after suffering his first defeat as Torquay boss in a 1-0 setback at Oxford.
Deane Smalley's sixth-minute goal brought Oxford United only their fifth home win of the season.
And as well as boosting the U's promotion hopes, the result kept The Gulls in the relegation places, second from bottom of League Two.
Hargreaves said: "We showed fight and the lads gave it everything they had, but we're very disappointed with the result.
"They were difficult conditions for both teams.
"There were a couple of opportunities we had that we should have made more of.
"And Oxford's goal was a bad mistake from our point of view. We've worked hard on our defensive line in the two weeks I've been in, but it was poor play twice in quick succession to allow him to score.
"Location and money are big challenges for us in our situation, but we're hunting every day for the right players to bring in to help us.
"There's a few more days to go before the transfer deadline and we'll be trying every day to get the right players in."
