Walker is manager Paul Peschisolido's third signing of the summer as the Canadian plots for the side's return to the Football League.
The 31-year-old joined Bristol Rovers in 2004 and netted 46 goals in 143 league appearances for the club.
Peschisolido told the club's official website: "I am absolutely delighted to get a player of Richard's experience.
"He has got an excellent goalscoring record and played at a much higher level and he is a really nice lad.
"Richard will undoubtedly add to what we have already got and he will definitely improve us."
