Rotherham manager Steve Evans felt some of his side's football was "outstanding" in the 1-1 draw against Tranmere Rovers.
A minute after Rotherham were denied a clear spot-kick, Kieran Agard fired them ahead, but they could not hold on and Ryan Lowe equalised from the spot six minutes from time after a Tom Skarz foul on substitute Abdulai Bell-Baggie.
Evans said: "Some of our football was outstanding, but some of the decisions were difficult to take.
"We expected a night like this, trying to break Tranmere down and it's a credit to the lads.
"Why we haven't had a penalty (for a first-half handball) I do not know. I don't know what the agenda is. We just don't seem to get decisions, but we have to work through that.
"We dominated and our goalkeeper has not had a save to make."
