Chester have rejected a bid of £15,000 from League Two rivals Chesterfield for midfielder Kevin Ellison.
The Spireites contacted Chester on Wednesday with a view to a deal but after discussions between Chester's managers and directors, the offer was turned down.
City's chief executive Bob Gray told the Liverpool Daily Post that the bid was below their valuation.
"Obviously Chesterfield were impressed by Kevin when we played them at the Deva Stadium last weekend, but the offer they tabled was far below our valuation of the player," he said.
"Chesterfield weren't the only club to enquire about Kevin's availability, Darlington and Bradford City also contacted us, but Chesterfield were the only club to make a firm offer."
