The online bookmaker installed the Spaniard as their opening favourite amid suggestions that a deal is only being held up by Gus Poyet's elongated departure, with the Uruguayan set to appeal his sacking.
Oscar Garcia, who led Maccabi to their first league title in a decade before departing this summer, has also worked as a coach at Barcelona, where he spent the majority of his playing days.
Martin O'Neill, Harry Redknapp, Glenn Hoddle and Tim Sherwood are also considered at 14/1 for the post, but have attracted modest support to date.
Sky Bet Football Trader Chris Spicer said: "We opened betting with Oscar Garcia as our favourite and his status at the head of the market has faced relatively little opposition.
"The Seagulls will struggle to replace Poyet with a more competent manager and look set for a difficult season, with few backing them for promotion at 5/1 despite making the play-offs last season."
